In this article, we will share an extract of the interview made in the BCDA Soluciones Aeronáuticas Podcast with the engineer Aldo Raggio Guerra, Director of the Advisory Association for Operational Security of Peru (ACSO), where he could talk about issues related to the aviation sector.

Please tell us a little about yourself

Well, my full name is Walter Aldo Raggio Guerra, I was in the Peruvian Air Force in the specialty of Aeronautical Engineering, where I participated in an Exchange program to make the career of Aeronautical Mechanic Engineering in the Argentine Air Force from Cadete, to be able to go fulfilling other mutual institutional objectives. I was received there with two Peruvian colleagues, and the other objective of forming friendship ties for future and possible projects in the Air Force was really fulfilled.

Later, when I returned to Peru – after six years and a half where I also specialized in Weapons Systems Engineering in addition to Aeronautical Mechanical Engineering-  I was in charge of the Maintenance Squadron, I was Commander of the Maintenance Squadron of the MI-25 helicopters, that was many years ago in the second half of the ’80s.

Can you tell us about the creation of the Consultative Association of Operational Security of Peru (ACSO)?

After retiring from the Air Force, I returned to Argentina where I spent fourteen more years, almost 15 years, working in the automotive industry and where I specialized in all that is management systems under different international models, ISO standards, and automotive standards. Then I joined the aeronautical part, which is my natural profession. Here in Peru two years ago with some enthusiasm, we formed the Consultative Association of Operational Security of Peru (ACSO), with the purpose of promoting security within the commercial aviation industry and that can also be applied in military aviation, in-state aviation, but basically, we are with the private and commercial part.

How does ACSO Peru work? What activities do you carry out?

We form the association and are duly constituted and registered in the National Superintendence of Public Registries of Peru (SUNARP), as an association, and we have a board of directors, but the purpose is to promote personal safety and to make the aeronautical activity not only think about the economic benefits but also with safety because it is totally compatible.

We are dedicated to developing activities, before this crisis because of the Covid-19 pandemic, we were doing activities in different organizations and educative institutions in Universities, and promoting through talks exhibitions of topics of interest, until this crisis caught us and we saw no other way than making webinars (video conferences) of topics that are of interest to everyone, including partners or interested public ask us, through surveys that we do every time we hold a  webinar, what topics of interest they have in us not only within the national area but also abroad, and by the relationships we have we look for exhibitors with experience in the topic they have requested.

What are the next ACSO’s projects? What are the main challenges?

Currently,  ACSO has several projects to be executed in the near future, but the main purpose is to be able to promote Operational Safety as a better way of conducting business, based on ICAO 9859 document, however, a number of barriers have been encountered,  which sometimes occur at the state level. Unfortunately, this issue of operational safety under a concept of a management system has shown there is a lack of training, both in companies and in the authorities, but especially in what is related to the aeronautical authorities, which are the ones that have to set the course for each country, always based on the recommendations of the ICAO.

The fact is that it has been difficult for the aeronautical authorities to understand that their inspection methods must change, not be eliminated, but changed to improve safety and this must be based on the use of new technologies since if they rely on technology, risks can be identified with an integrated concept and using a management system that can cover all the processes of an aeronautical organization and an aviation company.
